Recidivism Through Structured Reintegration
The mission of the American Prisoner Reentry Framework (APRP) is to empower formerly incarcerated individuals with trauma-informed tools that foster self-sufficiency, accountability, and successful reintegration, reducing recidivism by transforming mindset, behavior, and life trajectory through evidence-based education, structured accountability, and long-term community support.
Recovery Associates Group (RAG) is a transformative behavioral health and leadership development organization dedicated to restoring lives and strengthening communities through structured reentry, trauma-informed care, and sustainable recovery systems.
Our approach is transformative by helping formerly incarcerated individuals succeed through structured behavioral intervention, emotional development, customized faith-based resources, and community accountability.
The American Prisoner Reentry Program (APRP) is a nationally scalable, trauma-informed reentry initiative that focuses on equipping participants with practical tools for emotional regulation, cognitive restructuring, and personal accountability.
Developed by Dr. Scherri Culp, DBH, LPC-MHSP, ADS, EMDR-C and Dr. Mario D. Wallace, DBA, MEd, LSSMBB, MCMP, APRP blends clinical science with educational and operational strategy to reduce recidivism rates nationwide.
Through a combination of evidence-based curriculum, behavioral advising and coaching, clinical therapy, and community mentoring, APRP helps returning citizens develop the mindset, discipline, and support network essential for long-term stability and success.
APRP is structured on a four-pillar framework that integrates behavioral science, therapy, advising, coaching, and accountability. Each pillar represents a critical dimension of transformation for successful reintegration:

The APRP Curriculum is delivered through an eight-week in-person, virtual, or hybrid intensive, followed by 18 months of structured coaching and clinical support. Each module builds on the previous one, reinforcing behavioral transformation and accountability.
This module helps participants understand how the brain reacts to stress, trauma, and incarceration while developing emotional intelligence, communication skills, and healthy vulnerability. It explores the roots of criminal thinking, behavior patterns, and challenges linked to post-incarceration employment.
Participants develop realistic short-term and long-term goals across personal, professional, financial, and relational domains. Emphasis is placed on discipline, execution, and progress tracking.
This module builds emotional intelligence skills to manage anger, shame, guilt, and fear. Forgiveness of self and others is addressed as a foundation for personal growth and forward momentum.
Participants learn strategies for reconnecting with children, partners, and extended family, restoring trust, and establishing healthy boundaries. Positive community engagement and social responsibility are emphasized.
Participants gain knowledge of child support laws, compliance strategies, and the legal implications of nonpayment. Civic responsibility and lawful decision-making are reinforced.
This module prepares participants for employment through résumé development, interview preparation, workplace professionalism, and exploration of multiple career pathways.
Participants interested in entrepreneurship learn how to legally establish a business, obtain an EIN, open a bank account, and manage basic finances. Core financial literacy concepts are introduced for all participants.
The final module addresses physical health, mental wellness, retirement planning, and long-term stability. Participants are introduced to healthcare systems, 401(k) plans, and continuing education opportunities.

APRP welcomes individuals who demonstrate readiness for rehabilitation and community reintegration. To ensure a safe and supportive environment, the program does not accept individuals with histories of animal cruelty, violent abuse toward parents or family members, or sexual predatory offenses. Each applicant is carefully screened by caseworkers to determine commitment, risk level, and suitability for transformation‑focused programming.
APRP partners directly with local judges, attorneys, and court systems to provide Bond Conditioning and Court Support Services. Our Licensed Marriage and Family Therapists (LMFTs) conduct clinical evaluations and produce professional reports to guide court decisions on bond conditions. When needed, APRP staff offer expert testimony and progress updates to the courts. This collaboration helps reduce unnecessary incarceration while supporting treatment‑based alternatives that promote accountability, rehabilitation, and public safety.
The Horizon House is a six‑month residential extension of APRP that provides full wrap‑around services for men transitioning from incarceration. Residents live in a structured, trauma‑informed, and faith‑sensitive environment supported by a multidisciplinary team coach, advisor, therapist, medical professionals (APRNs), and social worker along with a trusted “Angel” accountability partner. Participants receive meals, healthcare access, and continuous behavioral and life‑skills programming designed to create lasting stability and self‑sufficiency.
Each participant receives a personalized Aftercare Plan managed by a licensed social worker, providing structured support for 18 months after program completion. Beginning with a Readiness Assessment for Change, the plan sets goals in employment, housing, finances, family, and behavioral health. Social workers monitor progress and compliance, ensuring every participant stays on a clear path toward lasting stability and personal growth.

Dr. Mario D. Wallace is a business strategist, researcher, and reentry transformation expert blending academic insight with lived experience in criminal justice reform. He holds a Doctor of Business Administration (Leadership), a Master of Education (MEd), and advanced certifications as a Lean Six Sigma Master Black Belt (LSSMBB) and Master Change Management Professional (MCMP).
A graduate of the Federal Bureau of Prisons Life Connection Program, Dr. Wallace turned his incarceration experience into a mission for reform. Since his release, he has authored multiple books in strategic management and leadership, including The Path to Prison Reform, and conducted groundbreaking research on leadership and prison reentry outcomes.
Dr. Wallace’s strategic leadership and human-centered approach have informed transformation programs across universities, workforce systems, and correctional institutions nationwide. His work embodies the core purpose of APRP: rebuilding lives through structure, discipline, and opportunity.

Dr. Scherri Culp is a nationally recognized clinician, trauma expert, and executive leader in the field of mental health and behavioral recovery. She is a Licensed Professional Counselor (LPC-MHSP), Certified EMDR Clinician (EMDR-C), Acudetox Specialist (ADS), and holds a Doctorate in Behavioral Health (DBH).
With over two decades of experience, Dr. Culp has pioneered trauma-informed models for recovery addiction, clinical program design, and reentry stability. As the Executive Clinical Director of Recovery Associates Group, she leads national initiatives focused on trauma recovery, behavioral healing, and integrative reengagement. Her clinical philosophy centers on restoring dignity, accountability, and purpose, helping individuals rebuild their lives with behavioral strength and emotional resilience.
